Why the reissue didnt come with the stickers though?

I'm not sure to be exact but I can only guess that by that time Playmates no longer had the stickers to put on the re-releases or they where just being cheap who knows.
They only re-released Mikey from the toon series.

i just got the whole toon tmnt series off ebay for 150$ shipped,and the package arrives today... ....OMG he spent 20$ on shipping and all the figures are MOC non-punched and all the figures are like C10!!! All the bubbles are in like scratchless condition??!! I've never seen such a great,great set of figures ALL in C10 shape before and im outrageously happy!! Just have to share a pic:
