IDW Krang's personality is very similar to Ch'rell's, so I'm not sure if another evil Utrom conqueror will work.

That's actually something I'm a bit disappointed with, would have liked IDW Krang to still show some signs of humor. You already have Ch'rell for the completely evil no-nonsense Utrom, but Krang could have had some more "funny" elements of his character. I suppose its too late for that now though.

I can see Ch`rell as being one of the Utroms in stasis, who eventually leads a few others in an effort to free Krang fro the Neutrinos. Maybe in their own version of the Krangazoids? Some sort of reverse of the originals; non-clones that support Krang.
The closest I think we'd ever get to a funny Krang in IDW is his reaction to Fugitoid telling him that the Foot Clan is coming to Burnow...if only because of how enormous his eyes get between panels. Well...at least I was amused by it. Otherwise, any other chance in seeing some humor from him would either be in more flashbacks, or around other Utroms. And even then, it would be mild (probably sarcastic) quips.

Ch'rell and Krang are completely different in personality. Krang is a nationalist, while Ch'rell is a sadist sociopath.

To some extent, Krang is also a bit of a sociopath.
He killed a man with nothing but a pointed stick as a teenager. And killed one of his own soldiers with his bare tentacles just to make a point that he was not weak without his armor (frankly, I think it was more of an internal personal issue than what he thought the soldier assumed). And he somehow drew blood without biting him??? We haven't seen Ch`rell yet, and maybe won't, but he'll for certainly be one p***ed off little Utrom if he was one of the ones in stasis.

Well another difference is Ch'rell cares nothing for the Utroms. He wanted to enslave them all in the 2k3 series.
Krang loves his race, Ch'rell would sooner commit genocide. |

That could lead for an interesting role in the IDW, though. Ch`rell could have been an aid to the Resistance, and maybe provided a lot of weaknesses that could be taken advantage of.
With that being said, boy would there be some wrath of Krang let loose if he didn't know about that until after he was apprehended by the Neutrinos.

I think if IDW actually killed off a major villain and made them stay dead and gone (that remains to be seen with Saki) they could introduce Dregg and make him very memorable. At the moment though there are too many villains for my taste to throw yet another coal on the fire.
