Why was the Justice Force comic accurate?

So in a fairly bizarre change from the Mirage Story, the Justice Force comic read by Mikey is an accurate biography of the Justice Force. The thing that is weird about this is that the Justice force seemingly either had secret identities or at least their exploits weren't well known, so why would the comic book be accurate?

That's the kind of weird plothole that always comes with 'this was based on a comic book that exists in-universe'.

It reminds me of Mikey reading Bugman in the 80's show, he knew his secret identity and everything. I don't even know why at some scenes Mikey was hushing himself to hide his identity when a comic exists where anyone can read and find out. I at least give them credit for creating a sequel episode that actually had the comic creator actually be a weird stalker that was following Bugman around to make the comics based on his life, and was now trying to follow the Turtles around to find their lair to also make comics off him.

Maybe some dude stalked the Justice Force?

I thought it was implied in the final scene of the episode that Steve made the comics himself? It was 40 years since the team disbanded so he probably started a career as an artist or writer and later set up the comic shop. Either their civilian identities weren't actually shown until #137 or they were altered just enough so that people could never figure out who they really were.
