It's missing a lot of parts, but that is from the Bodacious Biker series in 1994: Road Racin' Mike with Kowabunga Bike

OK.. so I saw a TMNT lot listed on ebay and it includes this "rat" figure. I know it's not a TMNT toy....does anyone have a clue as to what it actually is?? Here's the pic:

That rat kind of looks like something out of Biker Mice From Mars, not sure though.

-26 goes to Foot Soldier
-27 goes to Slash
-30 goes to Movie Star Splinter
-31 looks like either Movie Star or regular Splinter
-33 goes to Zak, The Neutrino

those are the only ones I can identify from looking directly at them, hope that helps a bit

19 is from the 2k3 Sky Turtles line...looks like Leo's.

The plastic badge (#19) definitely did not come with the the Air Ninjas if that is who you were referring to. It likely came from some random unlicensed toy set.
