I could get a MISB for around $25. So for mint,loose and complete with all accessories but no charts...I'm at half of $25 for budget. So 12.50 each is super fair for mint and working, with all accessories but no box or charts you mentioned. Would really like to get both with all accessories and shipped to WA state for about $25 total.

It might be fair but it is in no way realistic. You could a) find someone with a lot on eBay and be stuck having to re-sell or trade everything else in the lot you don't need, OR you can wait until someone with a near complete run of vintage Playmates stuff comes along trying to unload it fast. Most of these are going to be boxed if they are complete, if they are loose it is more likely than not that they won't be complete.
