Yes The Trutles are pread through the waves. Releasing all of them at the same time would force more Turtle variants.
And yes eventually other versions of the turtles would follow (Mirage comics, TNM, etc.)

Your Wave 2 makes me want to beat my head against the keyboard. Why on Earth would you make the Foot Ninja be a BAF? That's the damn character you'd need several of.

Terrible, terrible idea. You've got no regular release Foot ninja!

I've always felt that Foot Soldiers should come packed 2 to 3 in a box. Make army building easier.

Originally I had A Foot Ninja with a piece of another foot ninja. If you look at the post I screwed up and have 2 foot ninja lower Torsos... (The frog came with the upper Torso) The idea was to toss in at least one of the "generics" as a BAF (I have 2 in that wave)
But That could be fixed with a wave 5 release of Foot Ninja (W/Mouser accessory)

Too many waves waiting for a Foot Ninja, IMO. I like the idea of a Foot BAF in theory, but if you were going to do that, I'd have it so that every figure had part of a Foot, thus if you kept building the waves you'd get extra Foot. I'd also have the Foot as a regular release as well.

I think you have some neat ideas, just as an army builder, I was like, dude no way can you make the main bad guy army be a single BAF.
