I'm very inclined to believe that "She was a bitch" was more than enough to suffice as "explanation" for most people. Especially the target audience of 3-to-9 year olds.
It's like, you go into "Oz, The Great and Powerful", and now the Witch is infinitely LESS interesting than she was before. I'm generally not a fan of these things. At least when they try and ascribe "epic backstories" to what is ostensibly children's entertainment, and doubly when they try and make you empathize with the villains. They're villains! It's a far cry short of finding out that Big Boss was secretly the HERO of the Metal Gear Saga all along, rather than the villain, is what I'm saying. Most often all you do is lose the mystique.

I mean, even Wicked tried in both versions. But even that was being written because the author was more butthurt about the Wicked Witch being seemingly pure evil.
And Maleficent did an even worse job. I'd say "we don't talk about Maleficent", but that's unavoidable. There's a reason why Twisted exists, and that's to make fun of this very concept...while also telling a better story than those. And even during this scene, of all the villains telling "their" side of the story, they all found Cruella indefensible. "They're babies!" "Why would you do that?!"

Good call.
My wife is a big fan of "Wicked" and "Maleficent" and all that. BUT, she too is an evil witch with a Persecuted Victim complex, so I personally believe that the viewer's own psychological profile has a direct correlation to what they take away from these things.

Clearly Disney liked what Craig Gillespie did for someone who universally despised by the public in Neon's I, Tonya and want him to try to the same for an iconic villain like Cruella de Vil. Mostly everyone viewed Tonya Harding as a villain, but Gillespie wanted people to at least know that her life was very tough growing up and she might not have been as bad as we thought and show at least a little bit of sympathy for her. I never liked Harding as a person, but if that was what her early life was like then that's too bad. Cruella has always been a uniquely entertaining villain and it's going to be strange to try to make feel bad for her.
