If it had too much fabric, could end up feeling a bit like a Doll. The plastic will make it feel more like an action figure.

Okay, anyone who would think this is Shredder doesn't know the movies well at all. It is clear this figure is painted black and those arm guards are clearly that of a Foot Soldier fro the film. Furthermore, for those who may be unfamiliar NECA's comments when this image was posted clearly reveal this as a Foot Soldier. Just saying I don't understand where there could be any confusion or the need to question the character.

Exactlu. I don't think the foot nor Shredder would of looked good next to the Turtles with cloth costumes. Neca isn't high end. So expecting fully cloth costumes was ridiculous.

My guess is still cloth bandana tail, sculpted bandana around the head. Just like the turtles. With that sculpt, I'll be ecstatic with whatever they pick.

Great Detail, so heavy body paint is the actual brand they use to paint figures at neca or only prototypes ?
Im glad its not clothes, I would definitely not want shredder and soldiers to look like this : That looks like action man 10$ figure with mask

Looks really good so far. Hopefully with the money saved reusing the foot/shredder we can get Splinter or Casey. I can see Splinter being in soft goods since the entire puppet is just wearing a rag
