There is a version of the meet the cast video that has an image of the Turtles and the April. I don’t believe the Turtle images will be the final product, they are more 2d versions of the 2012 show so people can match the voice with the Turtle they are playing right now.

But the image of April looks more final product. She has frizzy dark hair, wearing a yellow top, she has Leo’s mask tied in her hair like a head band, Raph’s Mask around her neck like a scarf, and Donnie’s mask around her waist like a belt.

It would be a start in the right direction if they did look like that, but agree with you. The all over art style isn't the same as April. Definitely a 2012 comic art style; book art if I were to take a guess.

Nah, that April is just fan art. The artist (one of our Dromers) has had a couple of designs up for years:

That's not an official video, someone took the official preview video Nick uploaded and then added the fanart to it themselves. The original video doesn't have those fanart images.

.....no...they didn't.......I'm kinda shocked to see my art actually up there....

Interesting enough April being a teen again is already showing some influences from the Nick cartoon are crossing over. I wonder how much else they'll use. Again I expect the Turtles to have unique designs. I wonder if Splinter will be taller than the Turtles again or shorter like usual.

As for villains they now have a vast selection of villains to use. They can use all the classic TMNT villains as usual, the 4kids villains, the new Nick created villains, in addition to the new villains/mutants we'll get. If Tiger Claw shows up in this show I wonder who will voice him since his VA does Splinter now, it'd be funny if he reprised his role.

When I try to figure it out from a producers perspective, the decision that April is a teenager is obvious: she's a friend-character, so she should be the same age as the target audience.
The same logic by the height of Splinter. He is a father-like character, to communicate this on a visual level it's a logical choice to show him taller.
