Which TMNT game had tigers coming out from the walls?

I only vaguely remember back in the 90s there was a TMNT game which had tiger drawings appearing on the walls(or was it cardboard sliding doors?). As you got nearer to them,they would come alive and attack you. Which game was that?

I played this a couple of times over the last week. Those tigers took a lot of hits, even if you use the special attack.

Did the special attacks cost any energy, like in Turtles in Time? I can't recall.
