Made it to Act 19 and Leo's icon is still the Boss, however this time I'm inclined to believe it actually IS him as I've started to encounter the Turtles as enemies with this Act. (Complete with boss-sized versions of them.)

Speaking of Leo, I think they completely borked his skill, as trying to target an enemy using it doesn't seem to work and just tapping to activate it causes him to slash at random space and not do any damage.
