I also err on the side that in any canon, it's very unlikely that Splinter was forging ninja weapons in the sewers of New York City (or anywhere else for that matter). Splinter is not a "Hitori Hanzo" character - Splinter is a ninja masterr. Big difference, and metallurgy is a pretty refined skill to just sort of pick up when you've devoted your life to ninjitsu in the first place.
This IP has quite a bit of bizarre content in it across all of the canons - the turtles always have money for pizza, all of their weapons can cut though metal androids, Casey Jones wears a suit but goes on a job interview in a hockey mask, etc. The list doesn't end. But even with all of that as well as the possibility that all it will take is one weirdo writer to add to one of the canons that Splinter was forging weapons, I still think it's unlikely, sort of outlandish, and much more easily explained by saying he took the best examples he could find off of the foot, or from a foot dojo or something like that.
