If Dr. Feral had actually been used in the series

In the episode Mutant Gangland, Vizioso name-dropped someone named Doc Farrell. This is a reference to Dr. Feral from the TMNT RPG game.

Now granted Victor Oban Feral's character was partially utilized in the character of Dr. Victor Falco. In that, he plays a respectable scientist on the surface but will perform unethical experiments on creatures they see as beneath them. And both create giant rodent monsters.



The way Farel is described did give me a vibe that reminded me of Josef Mengele.

Josef Mengele AKA the Angel of Death was one of the of the evilest men in to have existed during the Holocaust. At his tamest he determined who went to the gas chamber, but he also performed tons of gruesome and indescribable experiments on the prisoners of the concentration camps. His favorite subjects being children, particularly twins.

Farel is described as this in his Bio in the RPG:

Feral is extremely intelligent, polite, and respectful in tone. He's a genuinely nice and benevolent person—to humans. He uses his great wealth and scientific prowess to benefit mankind.

Feral's villainy comes in his dismissive attitude towards the rights of animals, including sentient mutant animals, even those he himself has mutated and made intelligent. He is intensely interested in mutant animals, and will secretly imprison any he comes across in the underground laboratory beneath the Feral Mansion, and vivisect those that he suspects will further his scientific interest. Those he does not vivisect, he keeps alive because of their usefulness to him—Karl the mutant rabbit and Igor the mutant rat have been kept alive as slaves assisting him in his secret laboratory. Feral maintains a polite tone to all mutant animals, even though he does not respect their rights as individuals.

The only animal Feral treats with love and affection is his former pet Otto Rattus, a mutant rat he has extensively surgically modified to appear human, and who accompanies him in public as his chauffeur and bodyguard.

Feral is such a charming personality that he commands the utmost respect and reverence as a public figure in the human community. Even police are usually willing to bend the law for his convenience. This makes him all the more dangerous to mutant characters who try to evade him.

Feral never personally commits any crimes that can be traced to him. He leaves all the criminal activity to his servants.

As I have said we have seen elements of this with Falco, more-so after he became the Rat King. But he's only the tip of the iceberg when it comes to Feral.

Feral has surgically implanted control collars around the necks of his two gilran servants that will kill them if he finds reason to do so. Feral also takes personal interest in vivisecting mutants who are psychic or have high intelligence. Both Karl and Igor are highly intelligent as well, (Igor is smart enough to actually disable his control collar and uses psychic suggestion to keep Feral unaware of it.) but they hide it because they know if they reveal that aspect they would be strapped to the vivisection table themselves.

Otto Rattus while a servant of Feral is essentially Farel’s son and does assist in performing the mutant vivisections. Part of the surgical modifications do give him super strength.

For the Turtle’s this would mean a whole bunch of things. This is how I personally see it, you guys might have other ideas.

Leo would be torn as to what should be done. He knows as long as Feral exists he will go after at least one if not all his brothers. He also knows Karai’s shape shifting mutant ability will likely catch Feral’s interest as well. He knows the only way Feral can be stopped is if he was killed. But his reputation with the people of the city would make that option rather delicate. On top of that there is a mutant rat that has been surgically altered to appear human which is whole other problem in itself.

Raph tends to be a brawler so Igor and Otto will be his prime opponents. While he tend to act first and think later, he knows that ending Feral would only bring more danger to his family and loved ones. The only way they could avoid people out to capture and contains the mutant menace would be to have Feral conveniently disappear.

Donnie would be seriously shaken by Feral. Before you point out that Donnie has dealt with Falco and Stockman whole were also villains in the science field. Neither Stockman or Falco are on the same level as Feral. Donnie’s only faced Falco once, while Stockman although scientifically skilled touts himself as more capable then he actually is. Feral on the other hand is someone who could really disturb Donnie on a fundamental level as he will delve into methods and forms of study that Donnie wouldn’t even dream of sinking to. “But what about Dr. Frankenstein?” You are probably wondering. “Frankenstein literally robbed graves to get parts to build his iconic monster.” The Turtles do watch a lot of horror films and they do read comic books so likelihood Donnie knew how that whole thing played out. His main motive was to get the synthetic blood to help keep Raph sated until they could find a way to break Raph free of Dracula, but the only way he could get it is if Frankenstein trusted him.” Aside from Feral, Karl would be another major opponent since Karl can be summed up as a psychotic version of Donnie with the craziness of Mikey mixed in. And that is no joke as Karl is Feral’s chief lab assistant and he loves to cause pain and suffering. Karl also has an iron tipped bo staff and Nunchucks as weapons in addition to a set of spiked brass knuckles.

Mikey wouldn’t be as bothered as the rest of his family would be. He would be horrified by what Feral has done and what he’s capable of. He would have some sympathy for Karl and Igor since he knows they are prisoners of Feral just as much as the other mutants that have died at Feral’s hands. However his empathic abilities would have told him that both are completely evil and would be more dangerous if left to their own devices. If anything Mikey might suggest that they could get rid of Feral by sending on a one way visit to Dimension X. And conveniently neglect to mention the time difference.

Wasn't the main reason he, the Terror Teddies, After the Bomb and few other things from the RPG books didn't receive actual adaptations because they're owned by Palladium?

That is the main reason they weren't adapted for the show itself. But lets say Nick did have the rights to use Feral even if he was still called Doc Farrell how it could have impacted the characters and story.

If he were used in this series or any future incarnation, just take a look at Megaman Zero’s Dr. Weil for inspiration. His treatment of mutantkind definitely brings Weil to mind; if you’re not loyal to him, you must be vivisected into lifelessness or servitude.

I'll take your word for it, but I get more of Joseph Mengele vibe. He also did a lot of nightmarish experimentation on the prisoners, particularly children, twins were his favorite test subjects.

I did a lot of research on the man when I was fleshing out Farrell's character for a fic I'm writing.
