I think Krang is Sacks because their faces actually look similar
and because Fitchner said he signed on for 3 more movies but he hasn't been seen

Yes. It's been confirmed he went to jail after the last movie and that he's busted out in the sequel presumably in the freeway car chase.

He never said he signed on for 3 more movies. He said he signed a 3 picture deal... which is essentially meaningless. It just means the studio can force him to come back for more movies if they want to, not that they have to use him.

The problem with trying to frame every shot to look "cool" instead of thinking about position, perspective, and composition is that sometimes a turtle looks like he's giving the eye to his brother's crotch.

I think it might be easier to tell if there was an angle of Sachs more similar to the Android, but I can see the similarities...and more.

The cheekbones are there for both as well. So...maybe?
