The origin of this meme has to do with the Multiverse Tournament arc of Dragon Ball Super. Basically, people had a bunch of absurd theories about the eventual direction and it was basically the same old "over 9000 power level Super Sandwich Kami latent power Kaio-Ken X50" fan fiction crap that has been plagueing shonen anime for decades. So to make fun of it, they edited in characters like Shaggy, Marge Simpson and Spongebob winning battles with ease.

It's a stupid idea and memes should be kept out of these games. It dates them before they even come out.

As for his Fatality, the common consensus is that Shaggy should be like 'let's see who you really are', and accidentally rip the person's face off and then run off screaming 'ahhh! Like, a skeleton!!'
