If Shredder and Krang were successful in building their mutant army

Some Fred Wolf episodes dealt with Shredder and Krang trying to build their "mutant army". But usually, the mutants befriended the turtles at the end. Sometimes, the turtles prevented him from making more mutagen.

What if Shredder and Krang had a mutant army that actually was a threat to both the turtles and New York City.

The closest they came to making a mutant army was in season 1 when Shredder transformed all of Bebop and Rocksfeady’s gang into mutants. Shredder and Krang probably would’ve used them in the same manner Ch’rell did in Turtles Forever.

I would have loved it if the Technodrome had a Mutant Pen/Dorm filled with random and disposable goons that got deployed for various jobs.

The Technodrome, with 972 rooms, definately should have more characters inside.

Actually, the Technodrome have some workers (no mutants) inside seen in Planet of the Turtles. Probably from some Dimension X planet.
