Other than Null's wolf pack and Dreadmon, they're the only human mutants we've seen.
It'd be extremely easy to write in a solution--mutated humans are much stronger but inherently unstable, and Bebop and Rocksteady are beginning to demutate.

Yeah, I could see them getting desperate and going as far as to kidnap a scientist who can make their mutation "stick".

I don't see why everybody puts so much stock into the "main ongoing" as opposed to Universe.
At this point, the main ongoing is the major story beats, while Universe is keeping the other pots going. No need to diss on Universe. Except for the backups. There still hasn't been a single backup story that I think was worth printing. Even "Prey" was more confusing than good for me personally.

Personally, I'd be okay with B&R not making an appearance in the main ongoing for a good long while. Until after #100 and everything else currently rising to a boil simmers down. There's other places they can and as we learned, will, pop up in the meantime.

I wonder if any of the old Foot Clan, like Karai, would honestly want them back if they wrestled control back from Splinter? I don't think they would. Bebop and Rocksteady botched the mission with the triad for no good reason, they didn't report their encounter with the Mutanimals, they didn't finish the job on Donatello, they failed to beat the Turtles in formal combat, thereby forcing Shredder to take matters into his own hands which lead to his death. Then they literally just left to join some other gang in Brazil. If that wouldn't clinch it, finding out they almost destroyed the multiverse would.

I'm not so sure they'd want to rejoin the Foot either, so the feeling would be mutual. They'll probably do pretty good acting on their own at this point, but granted, that means no one would be around to keep them on a leash.
Which is probably the only reason why the Foot Clan should take them back; to keep them on a tether and to keep events like destroying the multiverse from happening again. Bad things happen when they're left to their own devices. But then again, bad things also happen when they're under someone's control. Just...slightly less bad. Between basically getting their leader killed under someone's watch and destroying all of time and space on their own, I think there's a good idea of which situation is worse.

Maybe even more importantly, who/what is that black outline to Wingnut's left? You can clearly see both of his arms and his right outstretched wing, but there appears to be something or someone blocking his left wing from view. Could it be a temporarily blacked-out character? Hmm...

It's kind of funny how obscure a character Wingnut is in the IDW universe so far, given he was one of the Mutanimals in Archie and one of the oldest created mutants in the franchise from the 90's. A bat mutant is also pretty unique compared to most of the other animal mutants too.
