IMO, you can always think of any material like this as "what if"s. As in it, it is what can happen in one of the versions of TMNTA, so it is a canon, but its canon for this version of the universe.

At least that's how I approach those situations.

From what I understand, it's season 3 from the old Sonic cartoon but in comic form. A little like what they did with the ReBoot: Paradigms Lost webcomic that would answer the cliffhanger of the last season with Megabyte taking over.

Things have changed in all these years with the TMNT property. I don't think Archie would out of the blue come along and nab the TMNT licence again or do an actual Forever War conclusion. Its not like the old days, IDW has the comics rights now. But out of the blue Archie did do that digest reprint of the old TMNT Adventures three parter in 2009. At the time no one had the TMNT comic rights other than Mirage doing their 2 (kinda) titles then. So who knows?

Sea3on is a fan comic continuation of the 1993 animated series Sonic the Hedgehog, commonly referred to as Sonic SatAM. It ended on a cliffhanger with it's second season and despite many attempts by head story writer Ben Hurst to make a third season or film to finish the story, it never happened and he died in 2010.

Sea3on is a fanmade web comic based on his notes pre-2010 (his full notes released after his death are different in some areas, especially regarding Nicole's origin) and is pretty damn good, on par, if not better than the show's writing in some cases.

They are also currently working on an animated adaptation of Sea3on, to give the show the third season it never got and provide some closure, even getting people who are professionals in the animation industry involved. It's not official, but it probably the closest will ever get to a true third season of Sonic SatAM, especially since Sega seems to not care about it at all anymore.

Not yet. Part 4 in the progress now (75% done at the moment). As it's depends on Chris Allan, all we can for now -- just wait. I still hope to finish Part 4 in 2020 and the whole story in a 3-4 months after that.

Not mean to be pesky by asking about the progress as I wait with baited breathe. The quality of IDW's ongoing has me even more invested in this. Any chance on having this in my hands by my next birthday in mid-March? If not its cool, I have waited since 3rd grade and I am all for quality.
