What was used to forge the weapons?
No doubt Splinter and the Turtles had to collect materials from the sewers and junkyards for material to be used to forge weapons. The material would be rather crude and lots of trial and error with metal, wood, wires, etc.

The simplest explanation is that Splinter stole the weapons.

I imagined they were scavanged from Yoshi's apartment. Of course that doesn't quite work considering how long it took Splinter to fully mutate, Yoshi's belongings would have likely been scattered before Splinter ever got the chance to come back. Another possibility is that the weapons were simply ordered from a store, I personally got a katana at a convention for 650 SEK a couple of years ago (roughly 65 USD), so he could have payed for the sword at least for a measly 130 USD in today's market. Then there is the matter of the bo and nunchucks, which can be made very easily with material from a hardware store.

A better question is where do they keep getting them from? We've seen every weapon except for the nunchucks get destroyed in an episode at some point. "That was my favorite bo" was uttered at least a few times.

In the 4 kids series leo forged new katanas out of scrap metal when they were at casey's farm.
Maybe splinter dresses in a trench coat and got them from a gun/army surplus store. That's the only place you can find them in my town. |

He also went with the Turtles to Japan to see the Ancient One and return Master Yoshi's ashes and to the Battle Nexus. I don't see why he wouldn't have brought back some valuable things while going to those places.

I assume that we're talking about the original cartoon. If that's the case, I would just figure that they were Splinter's from when he was human.

And then those are lost, along with the other turtles' weapons when the TCRI building explodes. It also seemed unnecessary that Leo would need to forge new ones at the farm, since in "Dragons Rising", they're shown to have spare weapons stored in the battle shell.

Maybe he and Shen wanted to keep their travel low key to avoid possible retribution from the Foot or the Oroku family.
Then again it's also possible Yoshi accrued weaponry while in the States. Either way I've always liked the idea that the turtles used Yoshi's weapons regardless of which continuity...thanks a lot PD for making that impossible. Y'know it strikes me that if anyone got an itch to do a Gotham or Krypton-esque prequel series to the TMNT story making it around Yoshi and Shen fighting an emerging Shredder and Foot Clan in NYC would be a cool idea. That's dumb. Where did it say penniless? Are you talking about the Fred Wolf cartoon? In Mirage it just says he fled to start a new life, taking "a few belongings" with him (which would actually explain the weapons), nothing about his net worth.
Because what the hell is the use in doing all of those assassinations and covert ops if you're not getting millions of dollars for it?
