Was Splinter a Specimen of Baron Draxum's

Bug Busters made a revelation to Baron Draxum being the one who created the Turtles. So that got me wondering. Was Splinter an escaped specimen? He did have that portal making thing on his shelf.

Haven't been watching the show. But they been building up Baron Draxum as the one that wants to turn people into mutants. So let's say one of his canisters of ooze was lost in the sewers. And that's when the Splinter and the Turtles found it?

It's probably inevitable that he came from there, though it has been stated I think in at least a couple places that Splinter was originally human. Saw it somewhere recently, but don't recall on what. (I'm assuming the figure packaging might include that detail too?)

So, he was at least a human specimen that was mutated.

Not to spoil anything for you, but no, it was directly stated yesterday that Draxum made them.
