As far as the original toyline goes, pretty much any mutant character is a good suggestion, they're all so rad. Some favorites of mine:

-Muckman
-Wingnut
-Dirtbag
-Scumbug
-Hothead
-Pizzaface
-Slash
-Mutagen Man
-Usagi Yojimbo
-Napoleon Bonafrog
-Mondo Gecko

The robot ones are dope too:
-Robotic Bebop & Rocksteady
-Chrome Dome
-Metalhead
-Fugitoid

Next Mutation's wave of toys oddly featured a Mirage character that never appeared in the show, Elite Guard. One of the illest Playmates figures ever, to me.

4kids' toyline was less adventurous but for what the figures lack in zaniness or articulation they make up for with on-screen accuracy & paint application. My recs:

-Fugitoid
-Dark Turtles
-Turtlebot
-Foot Tech Ninja
-Utrom
-Usagi

Hothead is definitely a good choice. The sculpt & paint detail are some of Playmates' absolute best. Plus there's the novelty of him being an Archie character. He even comes with a hat!

Turtlebot leaves a bit to be desired articulation wise, but it does have clamp claws & a shell that opens up to reveal jets, if I recall correctly. Always liked the translucent accessories, too.

Besides some of the ones from the original line that Powder mentioned, I actually really love the style of all the Next Mutation figures.

Mona Lisa is a good one for the classy TMNT fan who enjoys parties on yachts.

It's been fun collecting most of the figures that come with little mini-figures/sidekicks. Such as Muckman (Joe Eyeball), Napoleon Bonafrog (Mutant Fly), Ray Fillet (Fish Stix), and Wingnut (Screwloose). As well as Sergeant Bananas (Larry the Lemur), Walkabout (kid kangie) and Monte Moose (bob the beaver). Oh and of course Halfcourt with (Ruff the Ref). And others, etc...

All without breaking the bank. Just need time and wait for good deals.

Fish Stix? Don't you mean Bubbla the Glubblub?
