She was still female but she looked male. Drawn the same as the other Turtles but with a white mask. Eck... that artist had no imagination IMO.

That TMNT Adventures special was actually pretty accurate in how a female Turtle would look.
Turtles/reptiles don't give off milk or anything... why would they have breasts?

I said nothing about boobies. That would be retarded, they're reptiles. What bothers me is the Arnold-like bulging muscles. It's too masculine looking not very lady like at all IMO. Hmm maybe we should go with the Disney approach, just add eyelashes and a bow and you've got a girl. Problem solved.
