I recently bought the turtles vs. generals 2 packs and on the back it shows a Splinter Vs. Bigfoot 2 pack. Did they released this?

No, but the Bigfoot monster was released separately as a promotion on Playmates website that ended a while ago.

You can probably find Bigfoot's on ebay now.
