I haven't seen the movie for a while but I think what you're talking about is the wooden dummy used by those who train in arts like Wing Chun. That apperatus is a chinese training tool, and is really only practical with the chinese arts. It's more practical for those who study Ninjutsu to use a punching bag. I would asume that the TMNT (early in their training) would practice and work on body movement, breathing, acrobatics (such as rolling, breakfalls, leaps, and cartwheels), awareness and basic first-aid and survival training. As you can see, they barely learn any offensive techniques untill sometime later.
Btw, this topic would probably be better suited in the General TMNT Discussion forum.
Rumble in the Bronx? Yeah, I've seen that. Jackie Chan is cool.
I agree with Ryo. I think that WAS a training dummy.

Nope. That's not used in ninjutsu at all --- although you may see something like that pop up in the cartoon (ignorance is bliss, after all).
Laterz.
Raph used it in an early episode from season one I believe.

Holy crap. Thanks for bringing this up, I am writing a fic where Shredder was practicing against one of those and I couldn't come up with the name of it. Now that I know he wouldn't use one I ought to change that...
