Who is Man Ray? Is he from the comic books?

If he is talking about Ray Fillet, then yes, he was in an episode!
It aired during the fourth season, 1990. It was episode #91, called "Rebel Without A Fin."
"I think I'll name you . . . Ray! After the second-cousin on my mother's side!"
"Are you drivin' me or what? That's the dumbest name I ever heard!"
Dr. Polidorius and Ray, from "Rebel Without A Fin"

That was a pretty good episode, even though the animation for it wasn't done very well. I distinctly remember Leonardo and Raphael almost getting into a fight in that episode.
Raphael: "Leonardo, if all these sewers were laid end to end --"
Leonardo: "Yeah?"
Raphael: "-- well, it'd be a pretty ridiculous sight. But they'd probably be able to reach from here to the moon!"
*Leonardo gets in Raphael's face, their noses touching*
Leonardo: "Thanks for sharing, Raphael!"
Donatello: "I think what Raphael means is that our chances of finding April in these sewers are somewhat slim."

What was ironic to me was that the human he was mutated from looked like a total nerd, then completely looked and acted different in his Ray Fillet form.

Yes your right. Watching it now its not how i remeber it, I like Slah in the Archie comics better what a cool evil turtle. I loved it when he fought the Turtles.

Yes the characters were much better in Archie. They were brought to the show just to sell toys and only were in it for one or two episodes.

Anoather thing that bothered me in the comics Slash has black bandana but in the cartoon it was steel, i like the comic version better.
As I also like the comic book Man Ray better if that cartoon version was supposed to be him, but that makes me mad they did everyone else why not Man Ray it would have been awesome.
