The closure-virus has wiped out quite a number of people. Their skin gets harder, their organs turn to a slimy goo, eyelids dry, bodyparts get replaced by cyborg-implants. And it is war time. Mostly ProPatria against everybody else. Ennoia Ballard is rich, he is powerful and he knows who does what. He has a son, Eliah Mayol (he's using the maiden name of his mother) who has to grow up in that time.
At age 16 he and his only friend, a cyborg named Cherubim, are kidnapped by soldiers of fortune...
Here begins Hiroki Endo's rather graphic manga about a world on the edge to extinction. Although the closure-virus could kill everyone in a horribly disgusting way every day, life goes on. And then there's Eliah, naïve, young and inexperienced. He sees it all, drugs, prostution, death and he participates in them. His naïve mind leads him to help people wherever he can, since he has unlimited funds from his father's part. He struggles, he fails, he grows up...
A really interesting story, although, after ten volumes, I still can't see where Endo is going with this Manga. But I highly recommend it to anyone who can handle a lot of blood, gore, sex and violence and likes their Manga a bit more mature.

Translation (from top left to bottom right):
1: the city
2: Symbol of the supremacy of man over nature...
3: .. who thought he had it mastered.
I don't know if its licensed or not. If it's not (whoever has a way of finding that out, please let me know), then I'll provide a link to the scanlation. It really is a great read that gets you a lot of thoughts you'd never have otherwise.
