i've always wanted to make a ninja turtle film. I did a cheap stop motion crap when i was little, but lately i feel like making something good with the cotumes. too bad that cost too much to pay someone to do it. anyone know some kinda way to create my own?
I believe you need to buy software to make your own movies.
Try this:

i already have a nice editing program and ways to import my video to computer. i make films, a few months ago i did a film based on DC comics deathstoke, or others know him as slade in the teen titans cartoon. currently im making an original idea, coming out nice, but i have this urge to make a tmnt film. i attempted making a 3D stop motion thing with ninja turtle action figures, but i decided not to cause after a test scene, i realized i could do it, but its extremely time consuming. so its live action or nothing. most likely nothing.
I remember this discussion coming up at some point in the past. You’re right, costumes would be very expensive. I think the “solution” we suggested back then was to do cheap costumes and keep the Turtles in shadow and silhouette. It would work for a short piece, but you'd need good directing to pull it off.

Good, directing, good acting, good storyline--reasoning for them always being in silhouette. I'd be up for working on a good one :D but my skills are in acting and BASIC tech... basic directing too actually. And while I can write I don't have any good ideas for the TMNT storyline.... no idea how to work costumes.... ahh a big project that I'd love to be a part of, but would not want to be the head of!

You'd never manage to create a fully professional film at your home, at minimal reasonable costs. Try the other way round - produce the most crappiest costumes you can imagine (like painting your actors all green) and try to make to the whole project as funny/hilarious as possible and put it in the net. Your work will soon become the object of cult of rabid TMNT fans... ;)
You don't believe me? Watch this thread! (http://www.technodrome.com/forums/showthread.php?t=12971&page=1) I think at least half of the Dromers crave for watching that movie, including myself :D

I am extremely late on this, and someone is going to get pissed for me bumpin a thread, but oh well screw you, I've actually got something decent to say about it.
Anyway, I had thought of doing a tmnt fan film, and now that I have adobe premiere and after effects and have learned how to use them well, I'm considering doing one even more.
I have done stop motion and enjoy doing it, but I agree that it would be too much to do for a movie. (It takes me a day to do a 2-3 minute film.). However I've considered Chuck-a-mation. Basically this means alot of closeups of the turtle toys for the hands and stuff, and I basically wiggle them around infront of a blue screen and throw in a photo of a sewer or what not.
The other option is DUCT TAPE COSTUMES! Duct tape comes in a lovelye GREEN and with news paper and lots of duct tape its certainly possible to make a full body TMNT costume, that would look much like the ones in that Korea film.
Here's an example of costumes I and my sister made out of duct tape:

I'm in the ALien costume she's in the Quickman costume.
and here's her in a Zero costume:
