I am a fan of tmnt the movie and the original cartoon and I don't remember these characters. What are they, how are the different from regular foot soldiers and what do they look like.

They are not from Movie or the Cartoon. They are from original TMNT universe.

Yes, they're from the Mirage comics. As the name suggests, they were elite soldiers. The very best, and Shredder's personal soldiers. They were loyal to him, not the Japanese Foot Clan. I can't find a good picture right now.

The character of Tatsu from the first movie was essentially a Foot Elite.

According to Laird, The Foot Elite will play a large role in the new series. Hun will be their leader.
