will shredder return in season 4???

If you mean Season 5, it's more likely that while we will see a new Shredder, it will not be Ch'rell. The Foot Mystics called him "that Utrom Abomination", so the True Shredder they're planning to resurrect is most likely an as-yet-unseen Shredder who was once part of the Ninja Tribunal - if I remember correctly, there were four members of the Tribunal and five thrones.

Yes, I believe in the Lost Season, we'll see the rise of the one and only Shredder. Karai will quiver in fear of him, for I believe he'll be even more deadly than the "Utrom abomination".

Shredder may have returned in Season 4, because in a later episode, the theme song was modified a bit:

"Living underground" is replaced by "Never let us down" and you see a helicopter instead of a hovercraft
Michelangelo's "We Shredded Shredder" line is replaced with Karai saying "Watch out for Shredder" .
