In what issue were the foot mystics introduced??

That's what I thought... strange. obviously the 2003 cartoon created them

Tales 2 actually has the first one. Splinter and he battle on a psychic level.

They were referenced in Vol. 1 #21 "Return to New York: Part 3". They were not shown until Vol. 2 of Tales though.
