*SPOILERS FOR THE LOST SEASON!!!*

The human Oroku Saki merged with the Shredder Tengu around 300 A.D. I don't know how long afterwards that the Ninja Tribunal defeated him but it can't be but no more than 10 years. Anyway, after Saki was sealed forever, the Ninja Tribunal stayed to guard his artifacts to make sure he wasn't brought back.

Flash forward 700 years or so, and you see the Utroms arrive in feudal Japan. The Utrom criminal Ch'rell takes one of the Utrom bio-suits from one of the Utroms testing it out. Some time passes (my guess might be like 10 years as well) and we see the Shredder attacking the Utroms. Now, it would seem that Ch'rell knew that the legend of the Shredder was so great, that he assumed the identity to gain the power needed to destroy his hated Utrom enemies.

Here is my question. How was Saki able to do it? Being an alien slug that he was, he must of researched about the legend of the Shredder. Probably was able to get a detailed description of not only his self as a warlord, but his human side. (Ch'rell is able to replicated EXACTLY what Saki sounds like. Yes, I know it's a cartoon but I'm trying to think this through.) That's pretty amazing that he was able to do that. Being an alien and all.

So how was Ch'rell able to do it? And another question that bugs me. Did the original Shredder form the Foot Clan or was that Ch'rell?

That's what I want to know too. If the original Shredder founded the foot, he might come back to NY in the lost season to take control. I hope this is explained in the Lost sesaon. I really want to see the original Shredder fight the TMNT in NY and face Karai. If Shredder founded the foot, the elite guards might leave Karai and aid The Shredder against the turtles. I just hope we won't get a 13 episode story arc that takes place in Japan only, filled with magic and monster. Don't get me wrong, I like the concept but 13 episodes are a bit too much I think...

Heres my theory, im using the spoiler highlights for safety

The tribunal used what they knew to teach ninjitsu to their acolytes, this being after they seal Saki in his coffin. One of them acolytes probably opened a dojo, calling his pupils 'The Foot'. When Ch'rell assumed the identity of 'The Shredder' he prolly need some minions so he prolly took over the dojo where the Foot Clan trained and used them for his pawns

Here is my theory of chrell's journey to being shredder. After chrell took the exo suit, he went off learning the martial arts and mastered them(stated by laird in one of the tmnt comics in the letter page). Somewhere along the line i think he ran into the ninja tribinal or perhaps an the antient one and learned ninjutsu. From them he learned about the legend of the shredder. He started posing as him to help himbuild the foot clan. Later on he needed a human identity becuase he started having ot deal with legit business matters so he than started useing the identity of saki.
