that is a good question. The lost season DVD is being released in Australia pretty soon but as for the United States, it is hard to say when it will be released.

From the official website back in November:

As many of you have already heard, Comcast Cable has dropped the "Ninja Tribunal" episodes from its "Video On Demand" service, unfortunately we don't have any definite information regarding why this has happened at the moment. To make matters more frustrating, 4Kids Home Video has removed the DVD set comprising the 13 "Ninja Tribunal" episodes from its DVD release schedule. Mirage continues to have discussions with 4Kids about releasing the Ninja Tribunal episodes on some format. If we are successful in convincing 4Kids that there is a viable market for these episodes, we will post a notice on the web site.

yeah, it definitely isn't a stupid question, there has been lots of speculations about them actually gonna show them on tv, or wait till the new movie comes out to release them, either way they better release them soon, cuz i wanna watch them, and i'm really not fond of watchin them with subtitles, but i guess you do what u have to do! :)

From what I can gather this is the story of the Lost Season;

It was originally Season 5 of the 2003 show, a 13 episode story arc picking up where Season 4' Ninja Tribunal left off and dealing with the return of the "true Shredder".

This was pulled to bring Fast Forward (originally Season 6) out a year earlier to try and revive ratings and merchandise sales.

Peter Laird is said to have completed the episodes with his own money to ensure the fans would see them. They were originally coming as a 14 episode DVD set (Season 4's Ninja Trinbunal and the 13 episode Lost Season).

Then an episode was pulled (Nightmares Recycled) as it was deemed inappropriate for kids. The DVD set would therefore be 13 episodes (Ninja Tribunal and 12 lost episodes). Fans would only learn about this later, around the time we learnt of the Region 4 set and the cancellation of the US set.

The first few episodes were aired On Demand in Fall 2006 and it was said the whole season would follow.

At the end of 2006 the series was pulled from On Demand and it was confirmed that 4Kids had removed the 13 episode DVD set from the release schedule. It was also announced that the 12 Lost Season episodes (but not Ninja Tribunal) would be released on a 3 disc DVD collection in Australia and New Zealand (Region 4) in March 2007.

This leaves a few possibilities for the Lost Season;

It's unlikely that it will be out on DVD in March to tie in with the new movie.
With Fast Forward's 26 episodes now split into 2 Seasons (14 in 2006, 12 in 2007) there are no new episodes to be aired in Spring 2007, it's possible that 4Kids will air the episodes then as this would also tie in with the release of the new movie
The 13 episode DVD set could be released later this year, around the time the new movie is released on DVD

Then an episode was pulled (Nightmares Recycled) as it was deemed inappropriate for kids.

Just a note - when we found out about Nightmares Recycled, this note was with it as well:

NOTE: This episode was never completed. The script was finished and some animation had begun when 4Kids pulled the plug because it was deemed too controversial for a children's program (apparently Hun and the Garbageman were going to be conjoined twins that were surgically separated at birth).

So, it wasn't exactly pulled last minute - it was never completed in the first place.
