Well, to try and erase the memory of TMNT 2, 3, and TNM(which was packages as 'the fourth TMNT film' on video oddly enough)
Im thinking of some ingredients that would ensure a new live action TMNT would be up there with the great dark and edgy original film.

1. Jim Henson Creature Shop: I cannot fathom a new TMNT without these guys. With a mix of their suits, creatures, animatronics, and puppetry...sure cgi is all the rage, and ya can have that too, but at its core ya gotta have this. They made the first film be the great film it was. I would be greatly saddened if the TMNT were cg'd against live action like Kangaroo Jack or Rocky and Bulwinkle.

2. New styled 'Matrix' action and wirefu. Fromt he cinematography of the fight scenes in Brotherhood of the wolf to the upcomign Quentin Tarantino film Kill Bill...youve gotta have that envigorating newer HK styled wire work, or at least that style of choreography. Forget the days of 'oh, we cant show em using weapons or much violence' crap of the cartoon and later films.

3. Great writing. Whoever wrote the first film was a genuis. It stands as one of the best TMNT things ever, and one of my top 3 fave films ever.
I have no idea what a new film should be about. It should NOT be called 'TMNT 4' or anything. Also, no time portal, space aliens, or other silly plots. And a New York setting i a must.

So those are the 3 I can think of...oh and cinematography! That is a definate must.

Well It would need to have good fight coreographies, Wich are sadly impossible with heavy suits on. Well Maybe they can do lighter suits now than 12 years ago.

Weapon Usage needs to be there, There was only little in the first movie(There probably was more planned but it got cut away)

The foot will need to be ninja and not some teenage street punks.

Well I think that is about it.

I would be surprised if they even made another live action film.

Actually, when the CGI fil got scrapped, they said they will try to shop aroiund a live action movie. IF the new cartoon is a succes, There just might be a new movie.

There was a fourth movie? Or did I read that first post wrong?

Another movie would be cool...I would want it to be dark and action packed like the first one. Lots of fight scenes, good Turtle humor and....Casey Jones! And now with all the great animation technology, it wouldn't have cheesy effects either.

Yeah, when it was released in 1998, there was a vhs movie called 'TMNT The Next Mutation' edited into a 90 minute feature. I hadnt even heard of the Fox show The Next Mutation at that point, so I thought it was like this striaght to video TMNT 4 cheapie(much like the horrific Never Ending Story 3) So yes, it was promotioned and sold 'as a new TMNT movie'...its funny, I thought it was a heckuva lot better than TMNT 3! Now that was just unwatchable!

Sounds good to me!
