Yes, there were several produced many years ago. Some are in black and white while others are in color.
However, they are all currently out of print. You can find them on eBay, though prices have been high lately due to the reinterest in the franchise that the movie created.
Laird has been planning for several years to release new TPBs of Vol. 1, however, he was to completely re-tone, re-ink and re-letter every issue (and completely redo #8 as to omit Cerebus). Since he wants to do it all personally, this is a long process.
However, a trade for Tales Vol. 1 has been announced for September, and the 7 issues of Tales Vol. 1 are some of the BEST Ninja Turtles stories ever written (we're talking first Rat King, first Leatherhead, the return of Savanti Romero and so on). It won't be "remastered" by Laird, either.
TPBs collecting the current run of Tales Vol. 2 are available at comic shops and online, though the issues selected for the trades are "random" (well, they're selected by theme, but they're not in issue number order). Mirage refuses to sell to book stores, so you won't be able to find them at places like Borders or Waldens.
If all else fails, scans of the first 6 or 7 issues of Vol. 1 are available at the official website.

Odd... I implicitly remember, as a kid, seeing TMNT Collected Book 2 on the shelves of Waldenbooks the same day I saw TMNT 3 in theatres.

I mean currently Mirage no longer does business with bookstores like Borders or Waldens. It's because bookstores have a policy that, after a time, they can return any unsold copies to the publisher for a refund. Mirage, being so teeny tiny, can't afford to do that nor do they have the manpower to process returns, so they just forgo it by not doing business with book stores.

atgthatsme, you can purchase the TPB for Volume 1 Books 2-5 directly from Mirage. They're only $5.25 a piece and shipping is cheap. But they ship via media mail, so be prepared to wait. The fact that you have to mail them a check doesn't help either. But be patient and you will get the goods.

That leaves Volume 1 Books 1, 6, and 7.
EBay is your best bet. Although I haven't seen a Book 6 or 7 in a long while. (Why are they so hard to find when they're the most "recent?")
A current listing of Vol 1, Book 1 (2nd printing) (http://cgi.ebay.com/TEENAGE-MUTANT-NINJA-TURTLES-COLLECTED-BOOK-1-TPB-VF-2_W0QQitemZ320123961392QQihZ011QQcategoryZ35775QQr dZ1QQssPageNameZWD1VQQcmdZViewItem)
Current Listing of Volume 1, Book 1 (1st Printing) This is probablly going to get expensive. (http://cgi.ebay.com/Teenage-Mutant-Ninja-Turtles-Collected-Book-Vol-1-RARE_W0QQitemZ220119553058QQihZ012QQcategoryZ3979Q QssPageNameZWDVWQQrdZ1QQcmdZViewItem)
The TPB of Tales Volume 1 you can also find on eBay, but it can get kinda expensive.
Some guy is selling them for $55, but I think I'm going to wait for the reprint. (http://cgi.ebay.com/RARE-Collected-Tales-of-Teenage-Mutant-Ninja-Turtles-NM_W0QQitemZ270099567905QQihZ017QQcategoryZ77QQrdZ 1QQssPageNameZWD1VQQcmdZViewItem)
You can get the Tales Volume 2 TPB's from Panel to panel (http://www.paneltopanel.net/store/search/move/Manufacturer-name=Mirage%20Studios&specific_search=1/0).
Hoped that helped.

No problem. Oh, I should have given you this link (http://www.ninjaturtles.com/comics/books/books.htm) as well, which is basically a list of all the TPBs ever made. There were a couple I haven't mentioned.
Also, I think Tales of TMNT Volume 2, Book #3 comes out June 15.
