You can get the first 12 episodes on various DVDs that were released in the UK. I think they're all out of print now, but you can still find them on eBay (you'll probably have to search on the eBay UK site, though).

Unfortunately even if they were to be converted to DVD, the quality would be bad since it's from a 10-year-old vhs. I had all the episodes on vhs taped 10 years ago, but I recently got rid of most of my tapes, including this one.

A video card with TV out will be able to capture VHS.
A really fast computer helps
The best we're getting for now... (http://www.amazon.co.uk/Ninja-Turtles-Next-Mutation-Night/dp/B000RWDXLY/ref=sr_1_26/203-0074274-7677576?ie=UTF8&s=dvd&qid=1182353913&sr=1-26) That's a three-disc collection set for release in the UK on July 2nd. I haven't a clue yet how many eps it will include, but for that price, I doubt it's more than 13 (the first half). Be forewarned that while the cover clearly says 'Ninja', this is probably still the UK's version, 'Hero Turtles'.

I've actually seen that 3-disc set on eBay and have asked the seller which episodes are on it... but it sounds like he ships everything from a warehouse, so all he knows about the stuff is the information provided by the distributor. It's cheaper on Amazon.co.uk than it is on eBay though, so maybe I'll take a chance on it.. I'm actually sort of optimistic that it's not the first 13 episodes, since anything that includes East Meets West is usually given that title. Turtles Night Out is episode #12; if that's the first episode on the set, we could be seeing the second half of the series...

Nope. The UK is Region 2.

No, but you can buy region free DVD players.
Or if you want to watch it on your computer, you can get a program such as:

There are also ways to hack DVD players, but you need the know how.

I bought a DVD player at Target a few years ago that I was able to remote hack (not firmware hack) to play both PAL discs and any region of disc. It cost me about $40 at the time; last I checked Target still sells the same player for about $30 now (sometimes $20 on sale).
I gave out this information more than once when people were wanting to import the Lost Season from Australia, but it seemed to be widely ignored.
