Ok, you've got three different continuites mixed up in there:
First off, if you don't know, Mirage is the publishing company created by Eastman and Laird when they put out the Turtles in 1984. Image is the third largest comic company in the US these days, and at one point licensed the TMNT for a book that has now been totally disregarded by Peter Laird.
Mirage "Continuity" includes:
Volume 1 (62 issues) is the first TMNT comic ever. Issues #1-15 are the basic origins of the Turtles. How they meet April, Casey, the Foot, Shredder, the Utrom, etc... #s 19-21 are "Return to New York, where they defeat Shredder once and for all. All the other issues between 16 and 45 are done by guest artists and writers, and only some are considered in-continuity, but that's a debate for another thread.
Essentially, if you dont read them, you're not missing much. Some introduce characters that appear later, but none contribute to any kind of on-going storyline like 1-15, Return to New York, and City at War do. City at War is the subtitle for Issues 50-62 of the series, since those 13 issues were essentially a single storyline.
There are also "One-Shot" Microseries issues for Leo, Raph, and Fugitoid that figure heavily into the Vol 1 on-going storyline. As well, the second title, "Tales of the TMNT" introduce stories and characters that appear (with greater purpose) later in the series. There's more but this is the most impotant stuff.
Volume 2 came out after Vol 1 ended, and was in color. 13 issues in length.
Volume 4 picks up 15 years after Vol 2.
Image Continuity:
The Savage Dragon crossovers, Kevin Eastman's Bodycount, and the 23 issue main TMNT series all come under this heading. They feature the TMNT in the Image Universe where everyone's a superhuman, and Turtles don't stick out like sore thumbs.
Archie Continuity:
This stuff was based, loosely, on the old cartoon. Mighty Mutanimals was a secondary series in this continuity.

You should really check the "Official Continuity Thread". It provides a very detailed (and dare I say complete) list of Mirage canon. SE you left out a few important ones like Tales of the TMNT 1-7 and "Shades of Grey" (48 and 49) which is a prelude to City at War.

technically, issues 48-49, known as 'Shades of Grey', are also part of the Mirage continuity in that they serve as a prologue or preparation to City at War.

You said:

But your forget that I said:
"As well, the second title, "Tales of the TMNT" introduce stories and characters that appear (with greater purpose) later in the series."
And that I said:
"All the other issues between 16 and 45 are done by guest artists and writers, and only some are considered in-continuity, but that's a debate for another thread."
This was pointedly remarking that everything between 16 and 45 (except for Return to New York) is pick-and-choose canon (as the "Official" thread makes very clear... you guys didn't really eliminate anything from canon in it... you just listed everything. *Most* issues from 16-44 have nothing to do with any kind of on-going story. Everything but Zulli can be considered canon, my original point was that none of them (and hardly any TMNT comics overall, contribute to an overall storyline. They're just stories involving the TMNT) but everything from 45-62 is *definite* canon.

wrong, Return To New york issues are #19-#21. And You can certainly eliminate some issues from the Canon. But I think that pretty much all was said in the other thread.

You do understand what I'm saying, don't you?
I'm saying that *except* for Return To New York (Issues 19-21), everything from Issue #16-44 are questionable. They have little or nothing in common with the ongoing storyline of TMNT Vol 1 (Turtles vs Foot).
What they'd call in the film industry, an "A" story, which, in Vol 1 runs *only* in Issues 1-15, 19, 20, 21, 45-62 (with Tales and the Microseries aiding in that).
Many of the stories between 16 and 44 do not *contradict* the A storyline, but most of them have nothing to do with it. So while they are "canon", they are not part of the *storyline*, which is what Only1Don was asking about.

Hmm... That is a valid point.
