She is supposed to be in her early 20s! at least thats what the offival site told me (emailed them)
I doubt a 16 year old would be working in a place like Stocktronics..

April is 23, I found this at toonzone (look in the older news, it's from 8th Feb). It seems to be a press release from 4Kids similar to the episode guide they issued with the extra spoliers, anyway here's the quote:
APRIL O'NEIL: The Turtles' link to the human world, April is a young twenty-three year old graduate from college who scored her dream job; lab assistant to the revered Baxter Stockman. However, then she found out that Baxter was actually a psycho, and things generally went down the toilet. As a human, she is able to operate outside of the sewers and gather supplies and information that will inordinately help the Turtles' cause.
