How should a new turtle cartoon based off the archie and mirage comics
be made properly ?

I think that was one of the rejected pitches for the latest season of TMNT.

Personally, if it were my project, I'd probably make a lot of musical references to the OT (such as the theme song) but leave the rest to be faithfully adapted. The reason is that I think the Archie universe, if animated, would probably get the most people in terms of viewers. All the people who watched TMNT as a kid would be like, "Old theme song? Shredder and Krang? Letters on the belts? This is a great show!" All the people who are looking for stories that have more depth to them will also think its a great show.

Isn't the 2003 cartoon supposed to follow the Mirage comics better than the 1987 cartoon? If I created a TMNT version I would borrow the elements I like best from all TMNT versions, which would be easy now after circa 25 years.

It does seem to follow the comic book very closely. A lot of stories seem to be lifted right from the Mirage comics. I haven't seen many episodes, but it's noticeable from the beginning in the episode where Raphael meets Casey Jones.

Some Archie based episodes could be cool. I'd like to see that shark guy in a cartoon, especially since it would refresh my memory on the Future Shark Trilogy since the comics are so hard to find now.

If you want to know more about the Future Shark trilogy you can always read this http://www.ninjaturtles.com/comics/archie/42/42.htm and about the following issues.
