It kind of confuses me, though, that many full episodes are still up on Youtube, but if anyone uploads TMNT commercials, they get taken down very quickly.

That's the exact reason. Some companies have signed extensive SLAs in which they are unable to broadcast content outside of the US.

But then again, my friend in Halifax was able to watch the shows on 4kids.tv....

But Season Six was also supposed to be 13 episodes but got extended to 26, if I'm not mistaken. Hopefully something like that will happen again.

For people outside of the US,you can download this app called Hotspot Shield. It creates a VPN and assigns you an american IP which allows you to watch hulu and other region restricted websites/videos. Its kind of annoying because it puts an ad bar on the top of your browser.

If you use FireFox you can use an adblocker for Hotspot Shield. Be ware since I'd be the last one to ever enter a password on a non-ssl site through hotspot shield. It is very easy for them to sniff passwords, so just make sure to run Hotspot shield when watching videos and not when putting in passwwords and you'd be ok.
