The 4th wall was broken in the 1987 cartoon all the time.
But was it ever broken in any other universes? The NT, the movies, the comic books, anything else?

I know the Archie comics did a PSA of sorts where the Turtles actually talked to the audience about the environment but other than that the original cartoon was the only medium where the characters addressed the knowledge that it was just a TV show.

I see the entire Archie comics as written to give environmental issues attention. There's nothing wrong with that, and it's not so silly as Captain Planet. But as you probably know, it's still many environmental issues stories. You had the flooded future Earth ("New York City" almost became "New Venice"), adventures in Brazil, aliens arriving to Tibet (showing people protestig against nuclear power), the Monster mutant story (with zombies, set in a small town), the Mutanimals, the mini-comibs lumberjack robots (and the businessman's daughter who escaped, wasn't her name Emilia?) and so much other stuff.

It kinda seems like Mikey breaks the fourth-wall in "The Garbageman" when he says "news concept guys, garbage-boarding". He's probably talking to the other guys as far as the script is concerned, but they were far ahead of him by that time.
Then again, that whole episode felt like an OT reference. Trench coats, recycled plot, cheesy villain, "Cowabunga", and the aforementioned garbage-boarding.

Talking about references to the 1987 TMNT cartoon in the 2003 TMNT cartoon, April O' Neil dresses like in the 1987 show in the 2003 show.

I regret posting this to hurt my own feelings, but the Turtles broke the 4th wall when they played as a band.
If there had never been a COOTS or have them play instruments, I wouldn't be in this forum at all.

If you mean becoming a TMNT fan over them playing instruments, yes.
