Not that he originally planned for that to be Baxter, but its easy to see that's where the writers of the show got the idea from.
Now that PL is revealing his early concept arts for the cartoon/toys, its interesting that most of the characters like Bebop, Rocksteady, fly Baxter, Krang, and a lot of the other mutants were based on his designs.
His mutated frog concept art probably also became the Punk Frogs, and he designed what looked like became Scale Tail and Dirtbag.

Welcome to... ten years ago. Maybe more.

Which is why I find it odd that people spread false rumors that PL had nothing to do with the original cartoon or toyline.

Haven't seen those rumors. Most people know he was heavily involved in the design process, especially as much as the hardcore OS fans like to wave that around as if it is some kind of proof that Laird et. al. endorse and don't dislike the OS.
But just like the OS Turtles more or less resemble the Mirage Turtles (yet couldn't be more different from them, character-wise), the OS characters like Bebop, Rocksteady, etc more or less resemble Peter Laird's designs for those characters.
Now, were their portrayals in any way, shape or form indicative of how Laird envisioned them being? Absolutely not.

I don't believe Baxter Stockman was originally planned to become a fly.
Nice Draws I never saw this pic of Baxter , but I knew about the Snake One , do you really think Scaletail is from this ? where can I see him in a comics ? I (just) have the playmates toys

Me Neither , I never saw any baxter fly except in the Cartoon.
with the fews comics I had read from PL & KE, Baxter never change into a Fly in the Volume 1 right ?
I remember in the volume ehh.. 2 (around 1993) Baxter Stockman take off his brain off his head and put it inside a metal head to transforms into a robot.we're not in the "Fly" movie fortunately :twink:

Yeah, I dig these insights into PL's sketchbooks. Would love to see his version of Eastman's Artobiography actually in print, and not just online...

Scaletail never appeared in comics. If I remember correctly, other than the action figure, he was only in the third Game Boy game.

And I've heard his mutation was inspired by some movie named "The Fly" with some guy trying to teleport himself.

If by "some movie" you mean a very iconic and world-renowned horror film, then yes.

He was also in the Magazine.

One of the mini-comics in the mag? I wouldn't really know. I had a subscription since issue 2 and got one every month until it was canceled, but apparently according to the scans here on The Drome, I somehow missed out on half a dozen issues @.@
If you know where exactly he was at, please point the way.

Nothing big from what I remember. He was hanging out on a page with a sewer maze on it if I remember correctly.
