I mean he seemed to know about technology he had an exo-suit, he backed up his mine on a computer etc.

^^ All tech he stole/salvaged from the good Utroms. He was a crime boss. He could understand concepts, but he needed someone smarter/more patient than himself to work out the kinks.

Just because he knew how to work Utrom technology doesn't mean he could build anything like it himself. Remember that he had to steal the first exo-suit and have the Sword of Tengu crafted for him as well.

I can use a computer, but I couldn't tell you how it works.

But I agree too, If I was a evil crime boss I'd want a scientist to work the 'kinks' out too. And probabtly he didn't really have the knowlegde to build most of the stuff Baxter did.

i wondered who built the suit for him in Turtles Forever but chalked it up to maybe it was Karai

Wasn't it Chrell that upgraded all the tech of the Technodrome in "Turtles Forever" to Deathstar-levels, though? Single-handedly? Seems like you'd have to be pretty savvy to do that.

I suppose the only plausible explanation for Ch'rell and Karai suddenly being tech geniuses in Turtles Forever is that this is the same universe in which Donatello built hover cars out of junk. Out of junk.

Or alternately, they coerced Krang into helping them integrate Utrom technology? He actually is a scientist.

I feel like the need for Baxter was more of time issue than anything. I mean, if you are running a big bad evil corporation or ninja clan or both, you're not really going to have time to sit down and draw out blue prints every time you need some new tech. Having a underling like Baxter not only allowed to develop your tech without stopping your whole operation, it also provided you with someone smart enough to think kinks out when things go wrong. Shredder didn't have to babysit Baxter (much) like some his less intelligent underlings, so he decent employee to have.

Long story short, Shredder had a lot on his plate. Baxter made that a bit easier. It's one of the reasons Villains tend to have mini-bosses and such. You worry less if you have someone else to worry for you.

He may just have had the basic technical skills to operate/repair existing technology, but lacked the genius intellect to create new technologies.

Every side has a scientist or nerd of some kind. The Turtles have Donatello Shredder has Baxter.:P

Where was it ever shown that Ch'rell was half as scientifically competent as Baxter? He could use existing Utrom technology; that was it. The computer in the Technodrome was like the craziest thing he'd ever seen. We're talking about someone whose crowning technological accomplishment was attaching a piece of vibrating Utrom metal to a hilt.

You'll notice that when the Foot recovered Utrom chips and used them to make the robotic soldiers, he didn't look at them and say, "No, no. You do it this way." He was very impressed. Why? He couldn't have made them himself.

And even if he could design a mech or two, he wasn't going to spend his time on R&D personally. Baxter made every bit of sense.

I assumed he knew the tech but used Baxter because he was too busy running a huge crime empire to worry about creating technology. He only got Chaplin because Baxter wasn't cutting it. I doubt Karai knew anything about tech.

Why would he need to rebuild the suit he stole in the first place? The only different is cosmetic. I assume Utrom tech probably were built quite durable considering these creatures can live so long.

I agree with most people here that he needed Baxter because Baxter was highly skilled in the field of technology. He used Chaplin because he wasn't satisfied with Baxter's work. As for Karai, I have a feeling she may have consulted Chaplin for a lot of the stuff in Turtles Forever. They were dating after all.

Regarding Turtles Forever... didn't the Foot already have its own scientists. Whether Baxter or Chaplin were around or not, I don't think they were solely responsible for EVERYTHING that was thought up, built, etc. Rather, they were just the leaders of the Foot's scientific division. Notice there were scientists that were injecting the human Foot Soldiers with the OT Mutagen? It seems pretty conclusive to me that those same scientists might have had a hand in creating the NT robotic Foot Soldiers, as well as redesigning the Technodrome.

Right hes so impatied he just took baxter chaplain. and the foot technichians but himself. Of course though he trated them poorly moslt baxter.
