I mostly watch and listen to the german Dub, but also watch the US Dub (if I want to see the Uncut Version of the Show:D) and have also seen some episodes in "italiano" which sounded pretty decend!
Here are the German Dubbing Teams:
Original Toon:
Director: Dieter Brian Gerlach (Season 1 to 7)
Studio: Video & Sound Studios Hamburg (Season 1 to 7), FFF Grupe (Season 8 to 10)
Character.......................Voiceactor
Leonardo........................Wolfgang Jürgen (Season 1 to 7), Manou Lubowski (Season 8 to 10)
Raphael..........................Boris Tessman (Season 1 to 7), Oliver Mink (Season 8 to 10)
Michelangelo...................Lutz Schnell (Season 1 to 7), Marc Stachel (Season 8 to 10)
Donatello.......................Rainer Schmitt (Season 1 to 5), Oliver Rohrbeck (Season 6 & 7), Philipp Moog (Season 8 to 10)
Splinter.........................Harald Pages (Season1 to 7), Karl-Heinz Krolzyk (Season 8 to 10)
April O'Neil.....................Marion von Stengel (Season 1 to 7)
Shredder.......................Rüdiger Schulzki (Season 1 to 7), Thomas Albus (Season 8 to 10)
Krang............................Achim Schülke (Season 1 to 7), Tonio von der Meden (Season 8 to 10)
Bebop...........................Gerhard Marcel (Season 1 to 7), Karl-Heinz Krolzyk (Season 8 )
Rocksteady....................Dieter Brian Gerlach (Season 1 to 7), Christoph Jablonka (Season 8 )
It's interesting to note that the german Voiceactress of April from Season 1 to 7 also voices Pamela Anderson in all her Movies, Angelina Jolie in the Tomb Raider Movies and also (in some instances) Terry Hatcher.
Dieter Brian Gerlach the Director is now responsible for the german Dub of House MD.
Boris Tessman became the regular voiceactor of David Boreanaz.
Oliver Mink became the regular voiceactor of Evan Handler.
Live Action Series:
Director: Arne Elsholtz
Studio: FFS München
Character.......................Voiceactor
Leonardo........................Andreas Borcherding
Michelangelo...................Florian Halm
Raphael..........................Oliver Mink
Donatello........................Jan Odle
Splinter..........................Arne Elsholtz
Venus............................Katrin Fröhlich
Shredder........................Thomas Albus
Dragon Lord....................Ekkehardt Belle
Wick.............................Willi Röbke
Dr. Quease.....................Horst Sachtlebe
Silver............................Hartmund Neugebauer
Bonesteel......................Gudo Hoegel
Jan Odle is the regular german voiceactor for Will Smith
Arne Elsholtz is the regular german voiceactor for Tom Hanks and Bill Murrey
A funny note from the dubbing process of the show: The Dubbing Director of the Show was also the one who was responsible for the german Dub of the 3 Live Action Movies. When they began to dub the Show he said that this show is just crap (nicely said) he always poked fun about the show with the other voiceactors and after a few days he wants to end the dubbing process as fast as possible, because he can't stand the Show anymore!
New Toon:
Studio: Media Factory Berlin - Sound 'N' Picture
Character.......................Voiceactor
Leonardo........................Tommy Morgenstern
Michelangelo...................Julien Haggége
Donatello........................Robin Kahnmeyer
Rapahel..........................Jan-David Rönfeldt
Splinter..........................Jan Spitzer
April O'Neil......................Susanne Herrmann
Casey Jones...................Christoph Banken
Shredder........................Thomas Wolff
Hun...............................Tilo Schmitz
Karai.............................Christin Marquitan
Baxter Stockman.............Stefan Fredrich
Tommy Morgenstern is best known as the german voice of Goku on DBZ and DBGT
Robin Kahnmeyer is the german voiceactor of Justin Timberlake
Stefan Fredrich is the german voiceactor of Jim Carrey

I've got the NM in Hebrew, and some of the voice actors are pretty accurate with the original, while the others are awful and way off the character, unfortunately I cant really read Hebrew so I cant give credit listings for the voice characters so I'm sorry for that! so instead I will just make a list of each key character and try to describe how they sound, if they are similar to the original English version and if their voices are good or bad and accurate for their character
Voices:
- Dragon lord: his voice sound very similar to the English voice actor's its
booming and rough
- Wick: his voice varies, at times it sounds very similar to the original but at
others it changes to become much higher pitched and sillier, like a
sesame street character on speed or something
- Silver: sounds very clear, and a tad too moderate for a Badass Gangsta
chimp
- Splinter: sounds very similar to the English voice actors - soft and
raspy
- Venus: sounds bad. Its soft, gentle and very submissive
sounding, she sounds like a proper little Princess and this makes her seem
weak and this is not accurate with her character who is strong willed and a
capable fighter
- Michaelangelo: sounds bad. Its high pitched and very nasally, it makes him
sound like a bit of a dimwit or clown
- Leonardo: moderately pitched and clear; sounds OK but not really
accurate with Leo's character as a leader; it lacks that air of
strength to it
- Donatello: totally off character. It is very deep raspy & average alpha male
sounding - his voice is the strongest/most masculine of the bunch which is
weird as Raph's voice is the strongest one in the original...with Leo second!
- Raphael: sounds a bit similar to Don but not as deep and raspy.
- Dr Queese:sounds off character: deep and aggressive, very similar to
Dragon Lord's voice actually, but without the rasp! Lacks Queese's air of
snobbery & intellectualism...
I hope this is descriptive enough.... It's not the best but gee I spend a lot of time formulating these posts already!

The Norwegian dubbing is horrible, like most dubbing really. Very few movies/shows have decent VA's that take their job seriously. It's not that you can recognize them, many use the exact same voice.
Mikey and Donnie sounded worst in the OT nor dub, like helium frogs. and April and Krang was the same person only Krang had some echo effect.
The 2K3 series had better VA's, but they where everywhere in other shows using the same voices, no alteration or different pitch all the same.

I want to add the trivia that boris tessman who voiced raphael in the orginal cartoon was the voice of johnny depp when I grew up with 21, jumpstreet and edward scissrhands etc....great voice, great dude apperantly....and lutz schnell must have also viced torti-schlumpf, the chef of the smurfs which is quite a delicate funny little fact given michelangelos love for food:=)

I recall watching over Norwegian TV 3 back in 1992-1993, with voices in Swedish. Are you refering to the video dub?
