And everybody in the city is affected. (Yes I know water supplies don't work like that but humor me.)
What animal would you turn into? Keep in mind that I'm not talking about what mutant you want to be, but what one you would actually be. What creature did you touch last? Your dog or cat, or something weirder?
The last animal I touched was a roach, a dead one I picked up outside my front door. So that would suck to be a roach mutant. But what about you?

Had it be home back in Norway, last animal I'd touch would be one of my Red Eared Sliders. Here in England... only wildlife I've seen is Pigeons, crows, pet cats and dogs. But I haven't really touches anyone of them.

you would end up like a buffer version like Shredder did in soto. and your clothes would change as well.
Or since it's ot ooze, would it just linger like a time-bomb until something nonhuman comes into contact

To be technical, would ooze really only work in the case of "animals" or just living organisms period?
If the latter were true, we'd all be germs or dustmites or something.
Honestly, this is what I hope would happen to me. :D

Either a Rainbow Lorikeet - which I'd be pretty happy about since I could fly and my colors would be pretty vivid and cute!
Or LO AND BEHOLD a TURTLE, or at least the Australian native 'Eastern Long-Necked turtle'...or if im lucky a Maquarie River turtle... in Australia the words turtle and tortoise are used interchangeably as these guys are like a cross between the two..
I often have a one or a few of these in care...as I'm a licensced and trained wild life rescuer and career. I voluntarily rescue and care for Australia's injured, sicked, orphaned, and in some cases those that have been horrifically neglected after being caught and kept illegally as 'pets' by uneducated, cruel disgusting bastards who deserve to die... anyway I rescue, care for and rehabilitate turtles by choice, as I have a soft spot for them... I also care for lizards, and birds, by choice... but I seldom deal with lizards.. its usually the easterns, and my pet lorikeet who I have as company :)
And I studied kung-fu for 3 years before I got sick and was told I could not train for a few years.. I reached Brown Belt... so technically I'd be sort of like either a Mutant Ninja Turtle or a Mutant Ninja Rainbow Lorikeet hehehe
if my old laptop was not so hard to get at right now I could have put up a proper pick of one of my turtle babies I've had the pleasure of caring for and then releasing back into the wild...
