I feel Ch'rell was the one true Shredder despite not being the original Shredder in the 4Kids cartoon, He was the Shredder that appears the most and was connected the turtles's origin.

I feel that way also. Even though Tengu Shredder was the real original Shredder, Utrom Shredder was the one who was there from the beginning and we were all used to him being the Shredder we know. Everyone kept calling him the one true Shredder in Turtles Forever.

Yeah, I agree...kinda. I mean they kinda wrote it that way. That's the one thing that kinda bugged me about Turtles Forever, of all the Shredders in all the multiverse, it's Ch'rell that's the biggest threat.
Then again, in thinking about it, it might make more sense than I originally thought. I was originally thinking Mirage Shredder should be a bigger threat...but in that universe that's not the way it works, heck the biggest threat to the Turtles is the spector of the Shredder, not so much the man. Revenge begets revenge in that series, and that's the big bad, not Saki himself.
So is Ch'rell the definative Shredder in the multiverse?

Not only that, Ch'rell had a longer reign as the Shredder than the original Shredder in the 4Kids cartoon, he held the mantle for a millennium
In the 2k3 universe? Yes, Cyber Shredder is just a digital form of Ch'rell, Karai is his daughter and Tengu well it just corrupted a good guy named Oroku Saki. They could have made Tengu Shredder more memorable but they didn't so yes Ch'rell is the one true shredder from that show. Like Jester though I do not consider him the one true shredder of the multiverse, I mean he'd really have to be Oroku Saki not just some alien who took the name, I mean if we had more backstory of him as Oroku Saki or that character in the 2k3 version it'd be better but we don't really know. So yeah I have problems with him being the "one true shredder" of the multiverse. Ironically they keep saying Tengu is the "one true shredder" the whole season only to later call Ch'rell that just a little bit later.

Although Tengu Shredder was the "true Shredder" he wasn't the definitive one of the series and had little to no influence on the TMNT themselves other than "killing off " the Tribunal and the other acolytes. Ch'rell was the longest reigning and most cunning of them all, and was more of a problem for the TMNT than Bishop, the Triceratons and Tengu Shredder.

I see Ch'rell as the One True Shredder of the entire multiverse, not just of the 4Kids universe. I don't know why, I just love his character and I hate it if people think Ch'rell is a stupid character or a 'fake' Shredder. It makes me pretty mad.
Ch'rell's been the biggest threat to the whole Turtles-multiverse, he almost destroyed all of it. No Shredder has officially ever done that before.
He's not the ORIGINAL Shredder, but definitely the One True Shredder and the one who deserves the name the most.

Yeah that really bothered me, I hated that he wasnt human, but it didn't ruin the series for me
I think the Tengu Shredder was a bigger threat. Tengu Shredder took out the whole Foot Clan pretty much by himself and it took a whole army, the Turtles turning into Dragons, and summoning Yoshi's spirit to take him down. While Ch'rell was taken down by the bumbling of Bebop and Rocksteady too of the stupidest characters in TMNT history.
Tengu Shredder definitely had an influence on the actual TMNT, you see the reason the tribunal does not stop the Utrom from taking the name was not because they were jerks but because they knew Tengu would come back and that the warriors that the events of Ch'rell would make them the candidates to defeat him, if it wasn't for that the Tribunal would have taken care of Ch'rell and therefore stopped the TMNT from existing.
Also I defintiely agree that Tengu Shredder felt like a bigger threat, turtles forever felt less epic after watching the lost season since everyone really teamed up together foot/dragons/bishop/justice force to try to fight and still it wasn't enough. No way could Ch'rell stood up to all of that, only reason he was a threat of the Multiverse was because the OT villains having amazing technology and being bumbling idiots. It was all luck that CH'rell even got that far.

Yep - Ch'Rell worked and thought on a scale neither Cyber Shredder (who stupidly fought every one of his enemies face-to-face) or Tengu Shredder could match. He nearly destroyed every Ninja Turtle in the multiverse!

I don't think that's the Tribunal's reason. They can't predict the future. Actually, without the Turtles the Tengu wouldn't even have been resurrected. So that means Ch'rell is actually responsible for Tengu Shredder's resurrection. OMG.
Ch'rell just has achieved more than the Tengu, and has done way more damage than any other Shredder has. It doesn't matter if it was luck.
Even if he wouldn't have gotten that far, he's still the One True Shredder, as he still was the biggest threat to the Turtles. It took the Turtles 4 seasons (first three and then BttS) and a movie to destroy him. And he isn't even dead yet: they say that at the end of the movie. They wanted to do a Shredder-Wars season after the movie anyways.
They destroyed the Tengu Shredder in a few episodes, that kinda takes away most of his badass-ness.
And remember: if it wasn't for Ch'rell, the Turtles would have never existed and the Tengu-Shredder would've never come back to life.
Even if he is not the most powerful, he certainly ís the One, True Shredder, if you speak in terms of threatening, doing damage, and being an enemy to the Turtles.

Not at all. Ch'rell is/was too one dimensional and eeevil just for eeevil's sake.

I'll give you that, Mirage's Saki was eventually given a back story that showed he had some shred (no pun intended) of honor.

How is that different from the Tengu Shredder? That guy was even móre one-dimensional.
I feel like the Tengu Shredder was evil just for evil's sake, Ch'rell was just psychotic and in the end he was obsessed with destroying the Ninja Turtles because they interfered with his plans ALL THE TIME.
Tengu Shredder's goal was to rule Earth, which is pretty cliché.
The One True Shredder wanted to hunt down the Utrom at first, because they imprisoned him. That's what his motive was. Pretty reasonable.
Then his motive was to destroy the Turtles.
