This has never made sense to me especially after we get to see just how much chrell lusts for absolute power why would he help the tokugawas gain control of japan? I forget the exact episode that this was mentioned.
Return to New York part 3.

Being a "destroyer of worlds" requires some start-up capital, I'm sure. If it got him some money, why wouldn't he help the Tokugawa Clan?

Um because he didn't know where they were.
Which I have a tough time buying, because April didn't have a tough time doing a quick little internet search to find out all kinds of info on Mortu and TCRI. And on top of that it seemed to be implied in "Tale Of Master Yoshi" that Shredder didn't move to New York until Mortu and the utroms and guardians did. I mean he found Yoshi in New York at some point. So I have a very tough time believing that he didn't know where Mortu and the utroms were.

Mortu definitely should have changed his name. But still, hiding in plain sight works from time to time.
