I have done this many, many times...it really shouldn't matter which piece(s) of armor you move from one figure to the other so long as you use super-glue that is going to hold. I always just heat up a pocket knife with a lighter, pull back the armor, and cut through where it is glued to the hard plastic of the figure.

I've had good experiences with boiling the figure for 30 seconds to a minute (making sure the water is well past "just started boiling" and slightly working the armor piece out
however, if I were you, this is what i'd do first:
1. check both shredders, decide which one has the least damage (paint wise etc.) Hopefully the one missing the leg pad is in better condition
2. see if the leg sockets are ball joints or not. if they are, just pop a leg off and swap out. (i dont remember what kind of sockets sshredder has)
if step 1 is different, then id do the boiling process

There is a chance of breaking it, but if you are gentle swapping them out, you shouldn't have any problem. If you're worried about that, you can always do it my way. Boiling them is not necessary though.

It is both leg pads, but overall that figure is in great condition. Swapping the whole leg seems like the best option. How do I tell what kind of joint it has? Is there a chance of breaking the torso while swapping?
just checked, regular super shredder has ball joint legs, and purple armor sshredder is just a color change, so your good to go.
a good example of NON ball joint legs (Swivel joints I guess theyre called?) just for your reference later would be splinter, mutagenman, or any other "back and forth only" movement legs
a good example of a ball joint at the legs is the original 4 turtles, bebop, rocksteady, and shredder. by making them do the splits, you can make the legs pop right off the balljoint. Yes, you CAN break them this way (the "skeleton" innards including the ball joints themselves can snap if you arent careful) so be gentle while doing it. Boiling makes it MUCH easier.
I suggest if you're only going to be working on the lower body, to use a pair of tongs or wrap a wire hanger around the figure and only submerge the lower half (up to his waist in this case) keeping the rest out, that way no more of him is being exposed to such extreme elements than necessary. (I don't think this is necessary, but I always do it as a precaution)

In my experience, boiling IS necessary for removing armor pieces, those little pegs will rip right off otherwise 80% of the tiem. I imagine with a figure like this, he wouldn't want to cause any more damage (seen or not) than necessary, I know -i- wouldnt want to cut the pegs off the armor if I were him.
