to me seems more like a shot at the industry as a whole, and Marvel/DC more specifically. Characters that have changed costumes fairly often for short periods (Spider-man) and the colors thing is obviously a reference to red hulk, abomination, green hulk story lines.

totally. Though I have to say that the reference to the alien origin and the "Look at us, mainstream media!" really sold it for me.

The bottom part, I would like to believe is a jab at the IDW embracing of the rainbow Turtles... but it's probably not.

True. Even that makes me think of past years where major news outlets were reporting on the death of Superman/Captain America, and more recently when the new Ultimate Spider-Man was revealed to be someone other than Peter Parker.

Yeah. At the end of the day i think it's pretty open to interpretation. So I'm going with turtles. It makes me happy :-)

Yes,it is indeed. A nonshape peel. The Blue Goon,Red Goon, and Green Goon is a spoof off the Johns' created Spectrum Corps. The costume change every few issues is a jab all around. Spider-Man is wearing a new costume for the Ends of Earth while its also a jab at DC who slightly altered alot of costumes to give a collar look with the reboot. Leonerdo is spot on about the media picking up on Marvel events and the DC reboot.

Oh that's right! I forgot about GL. For some reason my brain locks onto Marvel about everything, and then I gradually remember DC characters/events.

Knowing Eric (he worked on Godzilla for us), it's a jab at the different colored Hulks at Marvel (though the joke 'plots based on primary colors' applies to Green Lantern as well).

I'm pretty sure Eric's never read any of our Turtle comics. This cover is hilarious though.

Indeed, but I wouldn't discount about the multi-colored Hulks, either. Although, Given the Dark Horse logo "touch-up," yeah, it's leans more mockery toward DC and its new logo. Still, the "space Jesus" aspect makes me a little suspicious (or whoever wrote the cover reads way too much at TV Tropes.org). I don't read much Dark Horse or know anything of the Goon, so is this SOP for the book to mock other comic characters, like Savage Dragon would?

This cover has nothing to do with the turtles beyond taking shots at industry gimmicks as a whole.

Eric Powell posted this to his Twitter months and MONTHS ago-- long before any alien Turtles talk. Even before the community discussions surrounding the IDW turtles having colored bandanas started sprouting up. So-- no, it's not about the TMNT.

The only newish part of the cover is the send-up of the recent DC logo. Everything else was there nearly a year ago.

Powell often takes shots at pop culture and gimmicks, but usually it's pretty subtle compared to this (which is kind of the point-- showing the Goon wearing superhero tights in a brightly colored cover is pretty much the antithesis of the book's aesthetic). The Goon is very much its own book, and it's pretty excellent.

More like a jab at the lantern Corps of Many Colors.

The Dark Horse logo hidden behind a DC-esque peel away 'D' logo makes me feel like the cover is calling out DC, but is vague enough with the gags that, honestly, most of the industry can find stuff that relates in some way to their particular properties.

it doesn't really seem like they're taking a jab at the turtles... but that's just me. I didn't really feel anything turtle-based from it.

Costume changes are the very worst move any comic book company can make in my book. That's how Marvel Comics slaughtered the X-Men for me. Once they lost the brilliant Jim Lee 1990's costumes, they lost me as well.

I'd say Eric is aiming at recent super hero books from Marvel and DC, not the Turtles.
