You know that is Mrs. Halfcourt!:P
Those four were just random extras that don't speak for A.J. Howard to have rounded up to enhance the plot and not have to use voices having too many familar characters. I would have liked to seen the other two Punk Frogs come in as back up for Raphael and Donatello after their two friends/brothers wre captured with the two turtles, Mondo Gecko, and Tokka.
Slightly off topic but...anyone else get tired of Michelangelo and Leonardo always being the ones captured?:trazz:
I am afraid no. Dirk Savage: Mutant Hunter was a good opportunity tu put some mutants of the toyline that were still absent (Halfcourt, Sandstorm, Hot Spot, Dr. El, King Lionheart and the list goes on...).

I take it the writers really didn't like all those extra mutants Playmates came up with, hence why most of them never appeared. =
The only random ones that did appear was Mutagen Man and Muckman/Joe eyeball...which is why it was such a surprise to see them. Even getting to see Antrax/Scumbug was a surprise.
I was surprised to see Mujtagen Man and Muckman have episodes so late in the series.
As for the writers not liking those other mutants to make episodes I can understand but then again they would've been better than generic bad guys many episodes had. At the very least it didn't cost them anything to have them cameo why create and use so many generic animal mutants in the background when you can use others that fans would recognize.

I've always been in favour of featuring characters from the toyline in the show, I mean, every cartoon show was born to advertise toys in the end, so I don't get it when I read stories about writers who refuse to use certain characters (Filmation with MOTU is the most incredible example). I don't see how Pizzaface, Wyrm or Scale Tail would have been worst than Don Turtelli or all those stereotyped mad scientists...

No, I loved it everytime Mikey and Leo got put out of commission since it allowed for the )ever-popular-with-Archie-comic-fans) Don & Raph team-up!

It also raises the question of where the hell Tokka and Rahzar came from... as well as all those other random mutants?

While it can be intrepreted many ways I got the impression that they were mutated off screen and went unnoticed during the incident that created Groundchuck and Dirtbag. The turtles must have encountered them shortly after that because they acted as though the duo was familar to them. The other four are just random background filler to increase the threat of AJ Howard. It would have been smarter to use toy characters instead just for the sake of easter eggs for us or toy sales that may be effected.

Donatello flat out says that Shredder unleashed some mutagen in a zoo "a couple of years back."
It was always obvious there were many random mutants in NYC that the Turtles never met.

I agree. This was the perfect episode to do it.

What bothered me about these four was whether they were humans who became animalized or animals who became anthropomorphized. Looking at the crane guy it looks like he was a random guy who grew the larger arms and had his sleeves ruined. If its the latter though where did they get clothing and why would the giraffe gal have painted her hooves where would that idea come from?

Playmates didn't come up with most of them if you do a bit of research you will see that Ryan Brown, Michael Dooney, and Peter Laird came up with most of those random mutants.

I'd say that giraffe's design is a bit too different from the figure to really be Halfcourt. If Halfcourt would be introduced in the cartoon, I would have placed him in the episode "Peking Turtle", as a good several minutes of the episode is all about the Turtles playing basketball in the Lair, and a couple minutes could have introduced Halfcourt to the team.
