Okay, the humans think the turtles are criminals, but they see Dregg, a strange alien bug with glowing red eyes, as their savior?!? Ch'rell in his Oroku Saki body suit was more convincing as a good guy than Dregg.
Am I the only one who is annoyed at how stupid the people in NY are/were?

But seriously, some of the people in season 9 did seem a little disconnected.

Yet somehow the Turtles wiith their big puppy dog eyes were considered a threat. Where's the logic there?

I don't think this proves they're stupid. After all, the turtles were blamed for the destruction of the Channel 6 building in the previous season and Burne Thompson started a campaign to convince the city the turtles were the worst criminals around. The humans probably had that in mind when they listened to Dregg.
Carter did say in Carter the Enforcer that most people are like sheep and they'll believe anything they're told. It's called mob mentality.

I'd rather cite the old couple in SOTO, observing Tokka and Rahzar's rampage in the streets:
"Eh, let them get their own cab."
For the win, as it really captured the New Yorker attitude. The point about the Season 9 denizens is valid, but the New Yorkers in the 87 series were always hostile or negative to the Turtles (they chased the Turtles in "Turtles On Trial" or dock workers attacking them in the Eye of Sarnath/Zarnov arc). So, the stage was perfect for Dregg's manipulative tactics.
It's depressing, but it does add an underlying conflict beyond the villains' overt actions. Sometimes, not being acknowledged or appreciated for heroism in light of media or a bad reputation (which also makes me wonder how April, despite filming them constantly, couldn't fully persuade more people about the Turtles, but she did try). I haven't watched Season 9, and I'm still catching on the show, so. It depends on certain people, and the rest is mob mentality, like Icebot said, or what I really think it is, is playing on the "Humans suck" trope that many shows do.

Not really, I feel that the citizens are just in a mood where they feel that the end is near, and that they are confused about whom to trust the most. They haven't experienced what its like to be a victim of Dregg's powers, thus the citizens feel somewhat safe to check out Dregg's plan. That's why I feel that Season 9 is still worth watching as it represents the tipping point with regards to the general public's reaction; Season 10 somewhat restores their trust to the Turtles after seeing how dangerous Dregg is, though it can be eerily quiet at times.

Oddly enough Spidey like the turtles have a bad rep due to editors like J. Jona Jameson having them being constantly blamed for villainous crap. Burne before the channel 6 building got bombed was always hating on the turtles and jumped on anything that sounded like them doing wrong. Like with with "Enter the Shredder" when Shredder had thugs dressed like the tmnt, Burne wanted the footage shown that night at the 11 o'clock news. When you have someone like that making smear campaigns on you it's easy to manipulate the crowds. Even still you do have April showing the turtles in good light. Like their victory over Shredder and Krang during "the big blowout" when you see the new York crowd cheering for them. I just think the people of this series are either too fickle or it's a serious case of lazy writing.

Well, in the previous season it was still obvious that people still had differing opinions of the Turtles despite the countless times they saved the city for Shredder and Krang or whomever. Burne had everyone convinced they were criminals and they never really had or were given a chance to prove otherwise. Shredder and Krang were defeated in Dimension X after all.
Now for Season 9 they still had that mentality and Dregg was new to the area and easily manipulated everyone somehow. The public was permanently changed once the turtles mutated on live TV and somehow all was forgotten at the end of Doomquest??

At the end of Doomquest, April successfully proved to everyone that Dregg was the bad guy and he was lying about wanting to serve mankind. Since everyone would consider him a liar by then, some of them might believe the turtles are the good guys.

Too bad they didn't touch on that more in S10. Though seeing the Turtles work together with a scientist and his son was a much needed touch. :)
